Europe Solved Its Gas Supply Crisis. Now It Has a New Long-Term Tension

Europe’s push to diversify away from Russian pipeline gas has permanently reshaped the continent’s energy import infrastructure, with new terminals and supply agreements built to source liquefied natural gas from a much wider range of countries.

New import terminals have been built rapidly to diversify the continent’s natural gas supply sources.

European countries moved rapidly to reduce dependence on Russian pipeline gas, building new liquefied natural gas import terminals and securing long-term supply agreements with a considerably more geographically diverse set of exporting countries than the continent’s energy mix historically relied upon.

That diversification effort succeeded in avoiding the most severe supply disruption scenarios that were widely feared, though it came at a real cost: LNG generally carries a higher delivered price than pipeline gas, and the new import infrastructure represents a substantial capital investment that will need to be utilized for years to justify its cost.

The diversification strategy sits in some tension with climate targets

Energy policy analysts note a structural tension in the strategy: new LNG import infrastructure typically represents a multi-decade capital commitment, creating pressure to keep using that infrastructure well into the future even as the continent’s separate, parallel climate commitments call for reducing natural gas consumption over roughly the same timeframe.

With the new import infrastructure now largely built and operational, the continent’s energy policy focus has shifted toward managing this tension, balancing continued reliance on the newly diversified gas supply against parallel investment in renewable energy meant to reduce natural gas demand over the same multi-decade horizon.
