Several European governments have significantly increased defense spending in recent years, with a specific emphasis on expanding domestic manufacturing capacity for munitions, armored vehicles, and air defense systems, reducing reliance on imports and building the kind of sustained production capability that can be scaled quickly if demand increases sharply.
This push toward defense-industrial self-sufficiency reflects lessons drawn from recent conflicts, where sustained, high-volume munitions production proved to be a critical strategic factor, exposing gaps in manufacturing capacity that decades of comparatively lower defense spending had allowed to atrophy across much of the continent.
Coordinating investment across many national defense industries is genuinely difficult
Efforts to coordinate this manufacturing expansion at a continental level, rather than purely through individual national defense industries, have faced familiar coordination challenges, since each country’s domestic defense industry has its own commercial interests and political constituencies that don’t always align neatly with a unified continental procurement strategy.
