Gulf states are investing heavily in data center infrastructure to attract global AI computing workloads.

Several Gulf governments have announced substantial investment in data center and AI computing infrastructure, betting that the region’s combination of available land, growing renewable energy capacity, and significant sovereign capital positions it well to capture a share of global demand for the massive computing infrastructure AI training requires.

These investments have included direct partnerships with major global technology and AI companies, alongside development of domestic AI research capacity intended to build local expertise rather than simply hosting foreign computing infrastructure without a corresponding domestic knowledge transfer.

Geopolitical technology restrictions add a layer of complexity

Some of these partnerships have drawn scrutiny from export control regulators in other countries concerned about advanced chip technology and AI capability reaching the region under agreements that could have broader geopolitical implications, adding a layer of regulatory complexity beyond the underlying commercial investment case.
