How South Korea Turned Entertainment Exports Into Deliberate Industrial Policy

South Korea’s entertainment exports have grown into a genuine economic sector in their own right, with the government treating cultural content as strategic industrial policy rather than simply a byproduct of successful individual artists and studios.

How South Korea Turned Entertainment Exports Into Deliberate Industrial Policy
Government-supported production infrastructure has helped scale entertainment exports into a major economic sector.

South Korean music, television, and film exports have grown into a substantial economic sector over the past two decades, driven by a combination of genuinely popular creative content and deliberate, sustained government investment in the industry through subsidies, training programs, and export promotion treated as legitimate industrial policy rather than incidental cultural output.

That export growth has generated substantial secondary economic benefits beyond direct entertainment revenue, including increased tourism, expanded demand for Korean consumer products associated with popular entertainment content, and growing interest in Korean language education internationally.

Other countries are studying the model, with mixed replication success

Several other countries have studied South Korea’s approach as a potential model for their own cultural export ambitions, though analysts note that replicating the specific combination of sustained government investment, training infrastructure, and genuine creative success that drove South Korea’s results has proven considerably harder than simply copying the policy framework on paper.

“You can copy the subsidy structure. You can’t as easily copy the specific creative talent and timing that made the content itself succeed globally.”

With the sector continuing to expand and the government maintaining sustained investment in production infrastructure and international promotion, South Korea’s cultural export strategy remains a closely studied case for other nations considering similar industrial policy approaches to their own entertainment industries.
