Canada Wants to Mine More Critical Minerals. Its Own Permitting Process Is the Obstacle

Canada’s push to expand critical mineral mining, aimed at supplying batteries and clean energy technology, is running into a familiar obstacle: the years-long permitting timelines that have long slowed resource development in the country.

Canada Wants to Mine More Critical Minerals. Its Own Permitting Process Is the Obstacle
Critical mineral projects across the country face lengthy permitting timelines even as demand accelerates.

Canada holds substantial reserves of critical minerals used in batteries and clean energy technology, including lithium, cobalt, and nickel, and the federal government has made expanding domestic production of these minerals a stated strategic priority as global demand accelerates alongside the broader push toward electrification.

Despite that stated priority, new mining projects routinely face permitting and environmental review timelines that can stretch a decade or more from initial proposal to production, a pace that industry groups argue is fundamentally mismatched with how quickly global battery and clean energy supply chains are trying to scale.

Indigenous consultation requirements add complexity, and legitimacy

Many proposed mining sites overlap with Indigenous land claims and require formal consultation processes that, while lengthening project timelines, are broadly recognized as a necessary and legally required part of responsible resource development rather than simply a bureaucratic obstacle to be minimized.

“We want these minerals developed faster. We also don’t want to shortcut the consultation process that makes development legitimate in the first place.”

Several federal and provincial reform proposals aim to streamline review timelines without weakening environmental or consultation standards, though similar streamlining efforts in other resource sectors have historically taken years to implement, suggesting any meaningful acceleration in critical mineral development is likely still some years away.
