A continental free trade agreement designed to reduce tariffs and harmonize trade rules across the majority of African nations represents one of the largest free trade zones in the world by member count, aiming to replace a patchwork of overlapping regional trade blocs with a single, more unified continental market.
Implementation has proceeded considerably more slowly than the agreement’s original ambitious timeline suggested, as member states work through the practical complexity of harmonizing tariff schedules, customs procedures, and regulatory standards across dozens of countries with widely varying levels of existing trade infrastructure.
Infrastructure gaps limit how much tariff reduction alone can achieve
Economists studying the agreement’s early implementation note that reduced tariffs alone won’t fully unlock intra-continental trade without corresponding investment in transportation and logistics infrastructure, since poor road and port infrastructure between many neighboring countries remains a larger practical barrier to trade than tariff rates themselves in several regions.
“Cutting the tariff doesn’t help much if the road connecting two countries still takes three days to cross. Both problems need solving together.”
