Host cities have grown increasingly reluctant to bid for the Games after watching predecessors saddled with billions in cost overruns and underused venues, forcing organizers to rethink the entire hosting model.

Olympic organizers face growing scrutiny over the long-term cost and use of purpose-built venues after the Games conclude.

Studies comparing projected and actual Olympic hosting costs have consistently found significant cost overruns across recent Games, a pattern serious enough that a number of cities have withdrawn potential bids or seen public referendums reject hosting altogether, reflecting growing public skepticism that the promised economic benefits justify the actual financial burden on host taxpayers.

Purpose-built venues constructed for a specific sport with limited local demand after the Games have proven a particularly persistent problem, with several past host cities left maintaining expensive, underused facilities for decades after the two-week event that justified their original construction.

Organizers are shifting toward reusing existing infrastructure

In response, recent and upcoming host selections have placed considerably more emphasis on cities and regions with substantial existing venue infrastructure already in place, explicitly favoring bids that minimize new permanent construction in favor of temporary structures or reuse of existing facilities from past sporting events.

Whether this leaner hosting model succeeds in rebuilding cities’ willingness to bid remains to be tested over the next several hosting cycles, but organizers appear to view the shift as necessary insurance against a shrinking pool of cities willing to take on the financial risk of hosting under the old, more construction-heavy model.
