Television advertising has long dominated campaign spending, but that share has been eroding steadily as younger and increasingly middle-aged voters spend far less time watching traditional broadcast and cable programming than previous generations did at the same age. Campaigns have responded by directing a growing share of their budgets toward short-form video platforms and creator partnerships instead.

Rather than producing traditional thirty-second commercials, many campaigns now work directly with individual content creators who have built large, trusted followings, betting that a message delivered by a familiar creator in their native format lands with more credibility than a conventional political ad ever could with the same audience.

Measuring impact remains a genuine challenge

Unlike television advertising, where decades of established metrics exist for estimating reach and persuasion impact, campaigns still lack reliable, standardized tools for measuring how much a given piece of influencer content actually shifts voter behavior, making budget allocation in this category more art than science compared to legacy media buying.
