State legislatures hold primary authority over drawing congressional district lines in most states.

Updated population counts have triggered a fresh round of congressional redistricting in several states, reopening a familiar and contentious process in which the party controlling a state legislature typically holds significant influence over how new district lines are drawn. Critics on both sides have accused opposing state legislatures of drawing maps designed to maximize partisan advantage rather than reflect competitive, compact districts.

Independent redistricting commissions, adopted in a number of states specifically to reduce partisan control over the process, have shown mixed results in practice, with some producing maps widely regarded as more competitive and others facing their own accusations of bias depending on how commissioners were selected and what criteria governed their process.

Courts have become a central battleground

Legal challenges to newly drawn maps have become a near-automatic feature of the redistricting cycle, with state and federal courts increasingly asked to determine whether specific maps violate voting rights protections or state constitutional requirements for compact, contiguous districts.
