Narrow majorities have made even routine legislative business considerably harder to pass.

Slim majorities in both chambers have left leadership with almost no room for defections on party-line votes, turning what would ordinarily be routine legislative business into extended negotiations that can stretch on for weeks. Even measures with broad general support have occasionally stalled over unrelated add-on provisions that individual members have used their leverage to attach.

Leadership in both parties has increasingly relied on procedural tools designed for exactly these situations, from bundling unrelated priorities into single must-pass packages to using expedited budget procedures that limit the ability of a small faction to block a floor vote entirely.

A handful of members now hold outsized leverage

With majorities this thin, individual members willing to withhold their vote can extract concessions that would have been unthinkable in a chamber with a more comfortable working majority, a dynamic that has repeatedly slowed down leadership’s ability to move its own agenda even when the opposing party is unified against it.
