Home Insurance Is Disappearing From the Riskiest Corners of the Housing Market

Insurers in several disaster-prone regions have stopped writing new home policies entirely, leaving homeowners to rely on shrinking state-backed insurers of last resort as climate-related losses reshape the industry’s risk models.

Homeowners in several high-risk regions are increasingly relying on state-backed insurance plans as private insurers pull back.

Several major insurers have stopped writing new home insurance policies in regions with elevated wildfire, flood, or hurricane risk, and in some cases have declined to renew existing policies, citing loss projections that no longer pencil out at prices regulators will allow them to charge. The gap has pushed a growing share of homeowners in affected areas onto state-backed insurers of last resort originally designed as a small, temporary safety net rather than a primary source of coverage.

Those state-backed plans have expanded well beyond their original scope in several states, raising concerns among regulators about whether they’re financially prepared to cover a major catastrophic event given how much risk has concentrated onto their books as private insurers retreat.

Premiums are rising even where coverage remains available

Where private insurers have stayed in the market, premiums in high-risk areas have climbed sharply, pricing some homeowners out of coverage they’re often required to carry under their mortgage terms. The combination of rising premiums and shrinking private-market options has made insurance affordability a growing factor in where people are willing to buy homes in the first place.

Regulators, insurers, and state governments remain in active negotiation over how to stabilize coverage in the hardest-hit regions, with proposals ranging from rate reform to mitigation incentives, though none have yet fully reversed the pullback that’s already reshaped where private insurance is readily available.
