How Much Government Debt Is Actually Too Much?

Government debt loads have climbed steadily across major economies since the pandemic, and a growing chorus of economists is asking how much higher borrowing can go before it starts crowding out other spending.

How Much Government Debt Is Actually Too Much?
Rising interest costs on government debt are increasingly competing with other budget priorities.

Government debt as a share of economic output has climbed steadily in most major economies since the pandemic, driven by a combination of emergency spending, slower growth, and, more recently, higher interest rates that have made existing debt considerably more expensive to service. Interest payments alone now consume a growing share of several national budgets, a cost that doesn’t buy any new services or infrastructure — it simply covers what’s already been borrowed.

Economists remain divided on how urgent the concern actually is. Some argue that as long as growth keeps pace with borrowing costs, debt levels remain manageable, pointing to historical episodes where high debt loads didn’t trigger the crises some feared. Others warn that rising interest costs are increasingly crowding out room for other priorities, from infrastructure to defense to social programs, regardless of whether a formal crisis ever materializes.

Bond markets are watching closely

Investors in government bonds have periodically demanded higher yields from countries seen as taking on debt too aggressively relative to their growth prospects, a market signal that can raise borrowing costs even before any formal downgrade or default risk becomes a serious concern.

“Nobody can tell you the exact number where debt becomes unsustainable. What we can tell you is that interest payments are eating a bigger share of every budget than they used to.”

With deficits showing few signs of narrowing in most major economies, the debate over how much room governments actually have to keep borrowing looks likely to remain a central fiscal policy question for years, regardless of which side of the argument eventually proves right.
